Nuclear Obsessions

Ever since the United States dropped two atomic bombs on Japan in WW2, the world has been obsessed with these weapons. Whether it be through fear, lust for power, or interest, countries wanted them but didn't want others to have them. On April 12th, 2010, 47 country leaders (or representatives) met to discuss how to keep nuclear weapons for themselves but away from other countries and organizations. They all agreed a terrorist group such as Al-Qaida getting access to a nuclear weapon would be the worst case scenario for everybody, particularly countries belonging to the U.N. The meeting also was based around the non-proliferation agreement of 1970 which prohibits countries from distributing nuclear materials. North Korea and Iran weren't even allowed to join this summit because they were in violation of this treaty. The summit was focused on discussing how to keep anymore nuclear arms out of the hands of these countries in violation of the agreement and any terrorist organizations.

How severe should these countries be when it comes to keeping nuclear materials out of unstable countries'/organizations' hands? If the United States seems to be the "World Police", how much should the trust other countries to keep nuclear arms away from these groups? If there's time, I would also like to hear what everyone thinks would happen if a group such as Al-Qaida does receive a nuclear weapon. Would they launch it, if so where? Or would they hold it as a threat?
