Some Allies Wary of New Troop Pledges

The NATO secretary general said he believed other members of the alliance would contribute 5,000 soldiers-and possibly more- to make a "substantial" increase to the 42,000 NATO troops already ranged against the Taliban.
"This is not just America's war" he said at the alliance's headquarters in Brussels.
France and Germany ruled out an immediate commitment, saying they were waiting an Afghanistan conference in London in lat January. Other nations offered only limited numbers of soldiers.
Poland's defense minister said the country would increase its contingent by 600 from its current level of 2,000, to serve in combat, reconnaissance and training missions, The Associated Press reported but the decision awaits governmental approval. A Spanish newspaper said Spain might increase its deployment by 200 soldiers to 1,200. Britain has 9,000 and plans to add 500.
As Obama promised an insurgence of 30,000 American troops to add to the 68,000 already on the ground, it is clear America is running this war effort. Britain has the second most troops in Afghanistan at 9,000. Many European leaders are now getting their own forces prepared and together. Countries including Italy, France, Britain, Poland, Germany, etc. etc. are planning on raising their troop numbers eventually. Although France and Germany refuse to until the Afghanistan conference in London in late January. When reading this it reminded me of the South's war efforts during the Civil War to get foreign aid from European powers. During the Civil War France and Britain greatly hesitated because they did not want a war with the Union. This is similar to the current situation because most of the powers are hesitating to provide more help because it could be harmful to them. As shown from the Civil War, when the South's propositions were declined by the European countries, they lost the war. However if they did help, the south could of had a chance of holding off the Union.

Learning from the past, it should be clear America needs help from the other European nations to rebuild Iraq.

So, what would be the best way to provoke the European countries deeper into the war? Do we need foreign aid? And what is the best plan of action for the overall war effort considering the hesitation by the European countries?
